Currently only going to target 1.7.0 for the change to avoid churn in older versions. I'll
go through the classes in commons-io that we actually use to see if they've substantially
changed at all. We barely use commons-io at all:

Thus, the transitive dependency on 2.4 from Hadoop gets overridden and we fail.
