This has come up time and time again: there's no way to add new authorizations to a user's
existing authorizations. {{setauths}} only accepts a the full list of authorizations which
a user can have.

Implementing an append option to {{setauths}} would be trivial; however, it would be subject
to a race condition (the user's authorizations change after the auths are fetched, but before
the new auths are set).
