After discussing with [~ecn], I'm a bit more understanding of where this issue might be a
problem. In particular, if one is using "start-all.sh" and running a GC and/or Monitor on
the same host as the master, and the master has to talk to a large number of tservers initially,
it will grab client ports from the same Dynamic range, which might prevent the GC and/or Monitor
from starting up. This an annoyance, and an inconvenience, for a common scenario.

Changing the default will improve this experience (and I think this is the reason we should
go ahead and make this change).
