Personally, I'm not sure the pain of telling people that we're running the monitor on a different
port is *ever* going to be worth it. The garbage collector, like you said, it of little consequence
to start on a different port, but noticing that the GC isn't running should be easy given
any level of monitoring and/or the use of our monitor.

Also, we can likely assume that Accumulo will be a constant on the system, so the risk of
some service happening to grab these ports during a restart is low.
