ACCUMULO-2841 added per-table custom properties, but there may be a use case for system-wide
ones also.
For example: list contact information for a system owner or emergency contact, for display
on a monitoring site; add notes about last time a system was manually rebooted or checked
for healthy status.
The property should be {{general.custom.\*}}
