Namespace permissions are not exactly duplicating system permissions. They also have some
permissions that look like table permissions.

No. The "" namespace is the default namespace. This is the one that is used for tables with
no namespace qualifier. {{createtable foo}} would put {{foo}} in the default namespace. This
is a quite common namespace to use, since it was logically the only one available prior to
1.6.
