Josh Elser resolved ACCUMULO-3346.

    Fix Version/s:     (was: 1.6.2)
                       (was: 1.7.0)

Digging into things more, the tabletserver is returning information as it sees correct. The
fact that some thread might not get cleaned up when the session is cancelled/cleaned-up is
a separate issue (ACCUMULO-3348).

> It's a bit confusing. I know there is a scan active because the table in question is
being blocked from deletion (due to a purposefully long-running scan with SlowIterator). However,
it appears incorrect that the monitor is reporting no active scans.
