I couldn't find anything incorrectly happening on the server side, I think this is actually
just a bug in the waiting portion (ACCUMULO-3301).

Because we know that the tablet was not yet hosted before the table went offline, this means
that the tablet had a future location but no current location. Because waitForTableStateTransition
wasn't fetching the future location, the fact that there was a future location was ignored
and the impl thought that the tablets had correctly transitioned to offline (incorrectly).

Eventually the tserver caught up: finished making the tablet hosted (removed future and added
current) and then unloaded the tablet in response to the table moving offline. By this point,
though, the test had already ended and we had failed the test.
