I (embarasingly) don't know what upgrade code you're referring to. I thought we didn't have
any upgrade code to 1.6 and it was all done in-place by the master. I also thought that file/dir
references were lazily rewritten in the metadata after 1.6 was brought up which was the reason
I asked in the first place.

Please let me know how I'm wrong :)
