ACCUMULO-2904. He's got everything over on [a github repo for "titubate"|https://github.com/kbzod/titubate].
We'd have to fix the packages, obviously.

But if we improved that framework and then started relying on it for real in Accumulo, it'd
be easier to try to get other projects to adopt it as well.
