The default runOrder for the failsafe-plugin is {{filesystem}} which means we *should* be
getting a repeatable failure if it's related to other tests mucking with the shared instance.
Although, it is also possible that some other tests only sometimes do something to dirty the
instance :). Quick fix might also be to just make PermissionsIT not use a shared instance
since it's verifying the exact state that comes up out of the box.
