[~mdrob]: yes, you're right, but that's for upgrades between major versions (where the data
version has changed). It does not apply to drop-in upgrades between bugfix versions, because
there's no explicit upgrade process for those. We could bump the data version in 1.6.1 to
alleviate this, but I would probably be opposed to doing so, because that really would prevent
downgrades. And, in any case, the issue potentially affects bugfixes in 1.5.x, and bumping
the data version is not a solution to backport, because it really breaks upgrades.
