Accumulo client code automatically retries when expected errors occur.  When an unexpected
error occurs, it does not retry.  Maybe in the case where an unexpected error occurred AND
the tablet is now at a different location, it should retry at the new location.  If an unexpected
error occurrs at the new location, it could then give up.
