This doesn't require complexity in the volume code. We already have a volume chooser that
is pluggable... it's just that we don't have an example which does anything different than
the random one, and it may not have sufficient environment to make decisions. This proposal
consists of 1) an example, and 2) possible API improvements to the chooser.

Your suggestion to limit particular namespaces to particular volumes is not simpler than what
I've suggested, it's practically identical to what I've suggested. I'm not sure I understand
how that is simpler. I've not suggested anything complex... just a tested, example usage of
a pluggable component that already exists.
