Yes, the way log-forwarding currently works, it's not possible to have two "complete" active
monitors running at the same time (components can only forward their logs to one location,
not many). In other words, we have monitor failover HA, but not multiple active monitors presently.
If we change each component to forward their logs to multiple locations (as advertised in
ZK), we could support multiple active monitors.
