Personally, I would like to see multiple starts and multiple stops to be noops.

More specifically, I would like MAC.start and MAC.stop to behave like start-all and stop-all
scripts. That is, if you call them repeatedly, it's a noop (unless somehow one of the processes
has been stopped at which point it would restart it.
