The race condition:

* tablet server compacts a bunch of files, removes references to them
* gc scans for references to a file, and finds none
* gc deletes the file and the delete marker
* tablet server creates a new delete marker for the recently deleted file
* gc runs again, and finds that the file is missing when it attempts to delete it a second
time

The larger the cluster, the more likely these operations will overlap, causing the error message
about deleting a file.
