    Fix Version/s:     (was: 1.7.0)

Since we no longer provide RPM/DEB packages, it doesn't make sense to provide these either.

the distribution of RHEL and CentOs since at least as far back as version 5 (as jakarta-commons-daemon),
and in Fedora (as apache-commons-daemon) as far back as at least 12. I'm guessing it's been
around in Ubuntu for awhile too.
