I'm not sure what guidelines you're referring to, except that I mentioned previously to you
(in implementing ACCUMULO-378) that the reserved accumulo namespace was for internal use,
and that add-on features should use a user-defined namespace (this is enforced... users can't
create tables in the accumulo namespace anyway).

Any general description of namespaces should describe how they work (hierarchical configuration)
with some use cases to clarify how this helps users (convenience of configuring several tables
with similar permissions, for example).

If I have time, I'll revisit this issue myself. In the meantime, if somebody wants to pick
it up, I'd be happy to review the documentation.
