I was looking around in the code and found one of the things I have bumped into before.  Table
permissions, system permission, and namespace permission are encoded using the binary ordinals
of the enum.  So when dumping zookeeper a lot of base64 shows up instead of things like READ,WRITE,
etc.  In 1.6 the code that does this encoding is in {{org.apache.accumulo.server.security.handler.ZKSecurityTool}}
