Yes, that would be satisfactory, with two suggestions.
1. keeping the data intact should be the default behavior. 
2. when cleaning up is enabled, it removes all the files, currently persists.

The general use case,
if you had a large amount of data, and it was backed up on a remote mount. Currently, unless
you copied this data locally and imported the copy, you can lose backup. Accumulo is assuming
that the data is small enough to be copied over, yet some cases this is not possible. Hence,
I would strongly argue the default behavior be to not remove/move files provided by the user.

As for number 2, if we are going to delete the data the user provides, we should clean everything
up. Currently  solely remains and is useless with the other files.
