ACCUMULO-2812 Pass options to compiler for native lib

  Use system default architecture options when compiling, instead of forcing
  -m64. Allow passing additional arguments (USERFLAGS) to specify additional
  compiler options. Set USERFLAGS with the's
  command-line arguments.
