The user manual section on iterators never gives an explanation of the order of application.

The only place we mention this is in a parenthetical on [the javadoc for IteratorSetting#setPriority()|http://accumulo.apache.org/1.6/apidocs/org/apache/accumulo/core/client/IteratorSetting.html#setPriority(int)]:

(system iterators are always applied first, then user-configured iterators, lowest priority
first)
{quote}

The user manual should include this explanation along with what qualifies an iterator as "system"
vs "user-configured".
