The rat plugin execution already ignores maven-generated target directories for modules in
the project.

The only ones it doesn't already ignore are target directories that aren't supposed to be
there, due to switching git branches with ignored target directories that get left behind.

If you want to fix that issue, then a better start would be to update the .gitignore file
so git switching git branches doesn't result in silently ignored target directories for modules
which don't exist in that branch.
