The java vendor where this appears to be an issue is Apple (2 in above post). 1 & 2 above
are 1. vendor=Oracle, 2. vendor=Apple
I ran a subsequent 2 tests on #2 (Apple)
test1: set Xms=768m (no Xmx) ->failed immediately at VM init as discussed above
test2: set Xms=65m (no Xmx) ->failed at same location as before (core test), able to init
VM
