IRC summarization, following from above comment: We're going to try -Xms instead, the idea
being to push the minimum heap up enough for all tests, and also push the maximum heap up
to at least the -Xms setting.

Also, ACCUMULO-2781 has been filed to get the unit tests to all be run under one VM. This
will avoid Surefire spawning a VM with a large heap for every single unit test.
