The intent of the test is to have the server's I/O hang, and have the master status monitoring
fail.  The master should remove the tserver's lock, which should kill it.

We're seeing the tserver killed, but it seems to be happening because it is missing zookeeper
deadlines, and not due to any action by the master.

At least, not always.
