I think a good fix would be to make the property default to null, instead of "". That would
prohibit the expansion of "" to the value of user.dir, which is varying between servers and
causing the trouble. (Note that the configurations in the cluster match exactly, but the server
starting environments do not.) The test should then have no trouble. That would also future-proof
the configuration in case it gets used in the start module some day, by ensuring that the
default is that there is no directory.

That fix can be either a separate JIRA or part of this one, I'm fine either way. In the meantime,
a workaround here should be to explicitly set the property. Since there's a workaround and
(AFAICT) this only affects the randomwalk test, I don't see it as a blocker.
