If the missing file(s) are in the metadata table, then the empty RFile will not work.  My
understanding is that you basically need to rebuild the metadata table by bulk importing the
existing data into a new Accumulo instance.

In general:

Dump the current table structure (either from zookeeper or shell tables -l)
Dump the current user / authorizations (from zookeeper)
Stop accumulo
Move the accumulo table files to another location
Restart accumulo and create new instance.
Recreate tables
Bulk import from the original structure into the new tables
Restore user and authorizations.

I would be happy to write up something more detailed for review if anyone does not have anything.
