Bill Havanki resolved ACCUMULO-2319.

       Resolution: Fixed
    Fix Version/s: 1.6.0
                   1.5.2
                   1.4.5

The fix was very straightforward and confined to {{TabletResourceServerManager}}.

Tested by running tserver and observing that the two threads involved are still started. Also
did a small amount of table changes in the shell.
