I think (at least) two issues here are getting conflated.

The fix for when no matching {{*_logger.xml}} is present, we probably don't need to start
the thread which I think would fix the issue your raised. I'm not sure if Log4j's file watchdog
code is smart enough to pick up logging if it wasn't present at the beginning -- need to test
that.

[~vickyuec], I feel like you're more concerned about Log4j configuration not working as you
want it to  (all of logging configured using any of the facilities that log4j provides) --
Accumulo has never worked this way. That's not to say it shouldn't, but that's not the focus
here. As it stands, for Accumulo to work as a whole, it *requires* this specific configuration
(the *_logger.xml files) to work as intended.

Additionally, the ability to configure logging frameworks other than Log4j is also currently
out of the scope of Accumulo, but, again, this is something that should be addressed if you
have specific needs/wants that are presently not functional.
