caveat that if you don't know anything about the subject, then don't vote. I can see the situation
where someone gives a +1 for an idea after reading the design doc, but not really understanding
what it will entail to complete the task. Maybe not a vote, but a "yes, I've read it and my
comments / questions are in the associated JIRA."
