Then we fail like we currently do.    If the user configures "gzip" or "none" then that should
not fail.   Users could configure "" if they want it to fail, if this were the default it
would preserve current behavior.

This keeps the tablet online. Dropping the table when the tablet is stuck online puts a FATE
operation in the queue, which backs everything up.
