The accumulo-site.xml file used by servers has a secret that client should not see.  It also
has a lot or extraneous configuration.  But it will have the zookeepers that clients should
use.   It does not have the instance id, thats obtained from hdfs by servers currently.  
I don't think its a good idea to assume Accumulo clients have access to HDFS.
