For scenario 4, tablet servers can write out the instanceId and data version when they first
use the empty volume. So, the two valid states are: empty volume and volume with consistent
instanceId and data version from ZooKeeper.

(ACCUMULO-2061 may also help with the semantics, to avoid this scenario, by making it a little
more obvious that a specific volume is being reused, if one were to check.)
