Christopher Tubbs resolved ACCUMULO-1712.

    Resolution: Fixed

Resolved with option 2, using \+r for the root table ID, and accumulo.metadata and accumulo.root
for the metadata and root metadata table names, respectively. !0 is still the metadata table
ID (See ACCUMULO-1963 for that follow-on change.)
