Keith Turner commented on ACCUMULO-1772:
----------------------------------------

I think its needed for 1.6.0. I am thinking if someone uses multiple namenodes they will
eventually need this utility. I do not think we should offer admins only the ability to
add namenodes. We should offer the ability to add and decommission namenodes. I also think
the capability should be in place and tested before anyone ever needs it. Otherwise at some
point someone may be forced to quickly hack something together.

> Need to support situation where a user would like to decommission one uri in instance.volumes.
After decommissioning, Accumulo would no longer create files there. However it would still
reference files created there in the past.
> One way to support this is to have tablet check their configured uri is still in the
config. This could be done at tablet load time or even at compaction time.
