I put this together to resolve this. I just found all calls for moveToTrash and added the
appropriate config check, which I think is the only things necessary. It does slightly change
the meaning of the setting (since it's more than GC that uses it), but I don't think it's
worth renaming or anything like that since the semantics are the same. Unless there are objections,
I'll commit it to 1.5.1 and 1.6.0 in a few days.
