A lot of the interface that AccumuloConfiguration provides seems applicable to other configurations,
including the client configuration... type checking and unit conversion, especially.

I could see value in having a different set of Property flags for ClientConfiguration, although
there seems to be some overlap even there.  ZKInstance already wants a Property.INSTANCE_ZK_TIMEOUT,
and the switches I'm adding for SSL are also shared.  The code that creates Thrift connections
expects an Instance with an AccumuloConfiguration to get its connection options, and this
same code path is used by both inter-accumulo-service connections (whose options certainly
should come from the greater AccumuloConfiguration space) and by client connections via ZKInstance.
