Christopher Tubbs commented on ACCUMULO-1482:

{quote}Does it makes sense to have a reserved "" namespace for internal use?{quote}

Unless another implementation is proposed that works, the empty namespace will be needed as
a default namespace for tables not part of an explicitly declared namespace. This is especially
important to support upgrading user tables from previous versions, and to support users who
are comfortable not organizing their tables into namespaces.

> The !METADATA table and possibly a separate !!ROOT (ACCUMULO-1481) table should be placed
in their own namespace.
> Trace might need to go in its own namespace (metrics.trace?)
