It's stricter than that. "!" is a disallowed character in the create table command. It's not
just that it's unlikely they'll want to use it, but they won't be able to even if they did
want to.

No, I don't think so. A separate namespace satisfies those concerns for the monitor (see ACCUMULO-1480).

We could name the system namespace "!", as in "!.ROOT" and "!.METADATA" :)

There is the question of what to call this namespace. Whatever it is, it should be reserved,
and it might be useful to use a character that is not disallowed in table/namespace names,
so it won't ever conflict with user-defined table namespaces.
