No, absolutely not. Implementing this feature would allow us to use normal table names for
these system tables (we don't even have to make them upper-case to make them stand out).

That's not the only reason. It's also that way for historical reasons, because, before tables
had permanent IDs and could be renamed, table names (instead of IDs) were in the !METADATA
table the !METADATA table's own tablets stored in the root tablet had to sort before other
tables' tablets. (This is still a requirement, unless/until ACCUMULO-1481, but now applies
to the table ID, which is why the tableID is now !0 for the !METADATA table).
