If visibility is really a part of the key, then as far as a user with only access FOOBAR is
concerned, a cell with vis CATSDEE doesn't exist and the absence test should reflect that.

Unless there's a different API already that lets a user say "Given these Auths, can I read
everything in column X.Y.Z?"
