This behavior would be really convenient. I would like to have this fallback behavior.  org.apache.accumulo.server.logger.LogReader
does something similar to this patch.  Its so nice to use when you have pulled a file off
of a cluster to your workstation for examination.  URIs seem like another ticket.  Any objections
to committing this patch?
