I took a quick look at the patch.  It sounds like there may be a second patch, so I did not
look at in detail.

The javadoc below is incomplete.  But if the return type will change, probably does not matter.

Did you mean Configuration object? in the comment below?  Check out org.apache.accumulo.core.util.CachedConfiguration.
 Eric created this a long time ago.  He found that when a tablet server was loading lots of
tablets, loading and parsing the hadoop config for each tablet was actually slowing down Accumulo
startup.
