Okay, so after reading that link, what I understand is (some of this might be rewording what
you've already said, but I want to make sure I've got a good grasp):

For AL2 licensed works:
 # If it has an ASF copyright notice and an AL2 license, it's definitely *not* 3rd party,
and can be updated (copyright moved to NOTICE file), but documenting which ASF project it
originally came from would probably still be useful.
 # If it has an AL2 license, but copyrighted by non-ASF, it's 3rd party and the copyright
notice must remain, or be moved to the NOTICE file with permission from the owner (if it was
already moved by the owner, we need to append their NOTICE contents to ours).
 # Modifications to code copyrighted by a 3rd party under the AL2, now has two copyright holders,
because the ASF owns the copyright for the modifications. However, the copyright notice for
any modifications is covered by the NOTICE file, so we don't need to add it to the header,
even if the original copyright holder's notice is still there.

For other than AL2 licensed works:
 # Minor modifications should be done under the original license, for convenience, and the
original license header and copyright notice should not change, but the copyright for the
*modifications* are still owned by the ASF and the copyright in the NOTICE file applies, just
as it did above for modifications to AL2-licensed code (weird implication here: ASF copyright
with non-Apache licensed code!)
 # Major modifications need to be reviewed by the PMC to determine if it needs to be released
under the AL2 license (I guess in addition to the original license, if the original license
allows dual-license?), but again, the copyright for the *modifications* are owned by the ASF
and covered by the NOTICE file.

Of course, all this seems much easier if we just use other code as dependencies, instead of
include it in our project :)
