The headers should not include copyright information unless the files are from third parties,

"Third party" means non-ASF, so for the code we've borrowed from other ASF projects we could
standardize the headers.  But again, I personally like knowing exactly which files did not
originate with Accumulo.

I believe the bloomfilter and blockfile/cache packages have minor modifications, and flot
