Also noticed that getSplits could hang indef when table is deleted... the concurrent random walk test does not appear to call getSplits(), it would eventually catch the delete table race condition

unfortunately getSplits() does not throw AccumuloSecurityException(), seems like a new method will need to be created.   getTableSplits() was suggested on irc
