How does the new pluggable security (ACCUMULO-259) affect this? The security API doesn't necessarily
grant a user the ability to see everyone else's permissions, and even where it does expose
them (for the root user, for example), one needs to ask about a specific user and a specific
permission to get an answer. With the pluggable security, the answers may not be static...
they may depend on time of day, for instance.

It's also not clear that a pluggable security implementation will necessarily support GRANT,
so, how would one copy, except if the copy feature was provided by the security implementation
itself?
