Changing the interface will break formatters that users implemented for an earlier versions.
 If the interface had been an abstract class, we would have had more flexibility to deprecate
and add.   With the interface, it does not seem there is much that can be done.  Does anyone
object to making this change?

I think if we are going to break it then we should make it an abstract class so we will have
more flexibility in the future. Or maybe an interface and abstract class combo, encouraging
users to extend the abstract class in the javadoc.
